Indicates a couple of potential things, really...

1) Dean realized just how much Clinton's lobby-filled campaign wrecked her.
2) Prepping for an all-out assault on McCain's record in regards to lobbyists.
3) A realization that Obama can pave the streets with donated gold if he asks nicely.
4) The DNC already filled their war chest, which is almost UNHEARD of for the party.
5) SOMETHING AWFUL is about to surface and make for Obama's head, and Dean's building a political fallout shield.

Actually, it indicates that Obama told them to.

Mostly 3) and 4), I think. If Obama didn't have such a large lead over McCain in $$$, there's no way they make this announcement...and if things get tight
again for whatever reason, I expect this'll be one of the first things that gets thrown overboard.

Political expediency, yes. Actual behavior/attitude change, no. The DNC will be back at the lobbyist trough as soon as the election is over.

I have some expectations that this will not be true, and it will be interesting seeing whether or not that turns out. PACs as such have been around since Roosevelt (FDR) but there were some major changes in the 1970s to supposedly "fix" them ... it's not unheard of for the system to be revised.
